This volume examines the Newburgh Crisis, when in the spring of 1783, George Washington and his army were encamped in Newburgh, New York, on the Hudson River, having been at war since 1775. His officers were disgruntled and close to mutiny, and Washington gave a speech to them on March 15 in the meeting house at the Newburgh camp, resolving the crisis. The author argues that Washington's Newburgh Address demonstrates the effect of the power of human agency in dealing with rival claims to power of civil and military authority, and how the rhetorical art of his speech made a difference. He describes the situation that created the Newburgh Crisis, Washington's character, the issues and controversies that affected the plan to use the officers' discontent for political ends, and the speech itself.
